Two children trapped by iron grilles in rooms

Two children were burnt to death in their rooms when fire rage in a double storey mansion in Kampung Tasik Permai Ampang this morning. Six month old Mohammad Taufik Firdaus Ismail and his brother Ahmad Ardy Affandi, five, were trapped in their rooms on the first floor by iron grilles on the windows.
At the height of the fire, villagers could not get in and save them because they could not break open the grille.
Businessman, Haji Ismail Sharif, 44, said his son, Isla Norizmin, 11, knocked on his bedroom door and alerted him about the fire.
Haji Ismail who is also the head of the village Security and Development Committee, said he alerted Isla Norizmin out of the home followed by his daughter Norismah, and wife Hajah Alasmin.
When he tried to get back into the house for the other two children on the first floor, he found the heat too intense.
Villagers also tried to rescue the children using a ladder at the window but they could not break through the iron grille.
The charred remains of the children were removed about 7.15 am.
One of the neighbours, coffee shop owner, Mohamad Yusof Salleh, 46, said he called the fire brigade 10 times before it arrived.
"The fire brigade took half-an-hour to arrive," he said.
Firemen put out the fire in about half-an-hour, using water from a hydrant and also from a rive nearby.
Ampang fire officer Yunus Chepa said the problem was that the water was too shallow and that they could not get enough pressure.
The cause of the fire has not been ascertained.

Iron grilles cost lives of two brothers in fire.

KUALA LUMPUR: Iron widow grilles prevented two brothers form escaping during a fire in Kampung Tasik Permai, Ampang early yesterday.
The charred remains of Ahmad Ardy Affandi Haji Ismail, five and Mohamed Taufik Firdaus Ismail, six months, were found in their bedroom on the upper floor of the two storey bungalow at 7am, 2 1/2 hours after the blaze.
The body of Mohamed Taufik was found on the bed while his brother was found two metres away, near the door.
Their father, businessman, Haji Ismail Sharif, 44, said the two were sleeping in the room with him and his wife when his 11 year old son Isla Norismen awakened them saying that smoke was coming from the ground floor.
He woke up his wife, Hajjah Ala Abdullah, and they went down to investigate.
However, they could not get back upstairs to to get the children as the fire spread too fast.
Villagers were alerted to the fire. They tried to rescue the children by using a ladder, but they could not break the iron grilles. Isla Norismen and sister Norismah, 19, who were sleeping in the other rooms managed to escape through the front door.
Hajjah Ala was burned on her arm as she and his husband were fleeing the fire.
More than 20 firemen in three engines from Ampang, Jalan Pudu and Jalan Hang Tuah took about an hour to stop the fire.
The had to use water from a nearby river as the pressure in the hydrant was too low. However, Ampang fire officer, Yunus Chepa, said this was made worse as the river was shallow.
Haji Ismail, who is also the head of the village security and development committee, said he heard the voices of his tow children in their rooms.
"I couldn't get into the house as the fire was too intense," he said.
Hajjah Ala, who was screaming Lompat, Ardy, lompat (Jump, Ardy, jump), had to be restrained by neighbours when she tried to run back into the house.
A neighbour, Encik Mohamed Yusof Salleh, 46, said he called the fire department 10 times before it arrived.

SANDAKAN, Sun - Locked window grille and fire exits prevented 11 hotel guests who died in a predawn fire at a hotel yesterday from escaping, State Fire Services Department director Leonard Athanasius said today.
Describing the hotel as a fire trap, he said five of the victims were found just one metre away from a locked fire exits.
It was learnt that the keys to the fire exits were kept at the reception counter.
He said the death toll could have been higher if not for the receptionist who raised the alarm after realising the hotel was on fire.
Dani Akip, who was warded in the Intense Care Unit of the Duchess of Kent Hospital in critical condition yesterday, is recovering and was able to speak to reporters.
Recalling how he escaped, Dani, who was sharing a room on the first floor with a friend, Idhan Karim, 21, said he had just gone to bed when smelt something burning.
"Then I saw fire which was just five metres from our room and alerted my friend before rushing out," he said, adding that he had difficulties locating the exit door due to the thick smoke.
Dani, who suffered burns on his body and legs, became unconcious and was rushed to the hospital while Idhan suffocated.
Hotel manager, Tan Sui Hing said he was informed of the tragedy about 5.30 am and rushed there immediately but by the time he arrived the hotel was engulfed in smoke.
Police have identified the three more people who were among the 11 killed in the fire as Aishah Majid, 25, Robert Lokas, 47, and Akhmat Hasnawi, 37.
Police yesterday, identified eight of them as Idhan, Jainin Supari, 40, Samsuddin Bahangan, 38, Benjamin Irin, 31, Samsuddin Abdul, 30, Kassim Asnawi, 40, Dahlan Yahaya, 27, and Anak Otoi, whose age has yet to be ascertained.
In Klang, Housing and Local Government Minister Datuk Dr Ting Chew Peh called for an immediate report on the fire to ascertain whether there had been negligence on the part of the hotel management.
"If we find that the hotel was a potential death trap as described by Sabah fire chief, then the ministry will have to deal with the matter accordingly," he told reporters after opening the KL-Pioneer Agency of American International Co Ltd at Lorong Gudang Nanas here today.

Youth killed while trying to save girl

Pasir Gudang: A youth was killed in a futile attempt to rescue a neighbour trapped by fire here yesterday.
S. Shanti, 16, was inside the heavily-grilled extended room, which doubled up as a newspater store-room, of a stationary shop in Taman Air Biru, near here, when it cought fire at about 3pm.
Her cries for help caught the attention of her neighbour S. Selvarajah, 20, who rushed into the back portion of the shop.
However, he passed out in the thick smoke and collapsed. Attempts to revive him failed and he was rushed to the Pasir Gudang Polyclinic in a car but died on the way.
Shanti also died in the fire which was too strong for the others to go near.
Family members claimed they were not aware that Shanti, who is the third in a family of four, was in the room when the fire started.
According to her mother, S. Virama, 38, she was under the impression Shanti had followed her elder sister to the bank.
"When ther fire started I rushed out with my other children. Then I heard her cries," said Virama.
She said her husband, newspaper vendor, G. Subramaniam was away in Permas Jaya to help his friend who was involved in an accident.
Two fire engines with 17 firemen managed to control the fire by 4pm.
The cause of fire is believed to have started from a faulty electrical line.
Subramaniam said the family had been staying there for five years and the room was recently extended to store newspapers.
He estimated the damage to be about RM10,000.

Fire Dept : Fix grilles that can open
PETALING JAYA: Residents are encouraged to fix grilles that can be opened to allow people to escape in case of emergency.
"It's the individual's right to fix grilles in the home, but we advise the public to fix grilles which can be easily opened from the inside, instead of permanent grille," said a spokesperson of the Fire and Rescue Department.
"Our advice to not fix grilles which need to be padlocked, but if the grilles are already fixed, make sure the keys can be readily reached in an emergency," he said.
He added, however, that the best grilles did not use conventional padlocks, but had a locking mechanism that could be released when the handle was yanked from the inside.
"This grille does not need padlocks or keys. The problem with keys is that, in an emergency, people panic or cannot find them.
"For new housing projects, we recommend this new type of grilles. They are available in the market now," he said.
His comments can after four people died in a fire in Malacca on Wednesday, as the victims were trapped in the burning house and could not escape because the windows had grilles.
He said the Fire and Rescue Department could only advise as there were no regulations on safety and grilles.
He said a book on guidelines was available at all state Fire and Rescue Department headquarters.

Haramkan jeriji tidak boleh dibuka

SHAH ALAM, Selasa: Kerajaan bercadang mengharamkan penggunaan jerijin yang tidak boleh dibuka di semua bangunan termasuk asrama bagi mengelakkan lebih ramai mangsa terbunuh apabila terperangkap dalam kebakaran.
Menteri Perumahaj dan Kerajaan Tempatan, Datuk Ting Chew Peh, berkata bagaimanapun, sebelum larangan itu dikuatkuasakan, kerajaan akan mengadakan perbahasan terbuka.
"Ini kerana larangan itu membabitkan orang ramai terutama pemilik bangunan. Hanya mereka boleh membuat keputusan sama ada larangan itu sesuai dikuatkuasakan atau sebaliknya," katanya kepada pemberita selepas melancarkan Hari Kualiti dan Penyampaian Anugerah Cemerlang Jabatan Perkhidmatan Bomba di Dewan Jubli Perak di sini, hari ini.
Turut hadir Timbalan Menteri Datuk Tajol Roslin Ghazali; Setiausaha Kerajaan Selangor, Datuk Hashim Meon dan Ketua Pengarah Jabatan Perkhidmatan Bomba, Datuk Soh Chai Hock.
Beliau berkata, kementeriannya mengangap larangan itu perlu dikuatkusakan berikutan Jabatan Perkhidmatan Bomba mengesan kebanyakan mangsa yang terbunuh dalam kebakaran kerana terperangkap di dalam bangunan berjeriji.
Menurutnya, kes terbaru membabitkan kebakaran asrama Sekolah Rendah Kerajaan (SRK) Abang Mok Sessang, Kabong, minggu lalu yang mengorbankan 13 nyawa setakat ini.
Dalam kejadian itu 11 murid termasuk seorang perempuan rentung dalam kebakaran di asrama berkenaan awal pagi Rabu lalu manakala dua lagi mati selepas dimasukkan ke hospital.
Tujuh murid lain dan seorang guru cedera, termasuk empat murid yang parah dan dipindahkan dari Hospital Saratok ke Hospital Umum Sarawak (HUS).
Beliau berkata, pihaknya sudah banyak kali menasihatkan orang ramai supaya tidak memasang jeriji yang tidak boleh dibuka bagi mengelak mereka terperangkap dalam bangunan ketika berlaku kebakaran.
Bagaimanapun, katanya kesedaran orang ramai masih tidak mencukupi.
Sementara itu, katanya kementerian juga bercadang menetapkan semua sekolah menubuhkan pasukan kadet bomba sukarela yang boleh bertindak sebagai pasukan penyelamat awal sebelum pasukan bomba tiba ketika berlaku kebakaran.
"Walaupun ada sekolah yang sudah menubuhkan pasukan itu, tetapi bilangannya masih belum mencukupi.
"Setakat ini, hanya 200 sekolah di seluruh negara yang mempunyai pasukan kadet bomba sukarela," katanya.

Prohibit the grilles that cannot be opened
SHAH ALAM, Tuesday - The Government proposed to prohibit the use of grille that cannot be opened in all buildings including hostel in order to avoid more victim being killed while being trapped in a fire.
The Housing and Local Government Minister, Datuk Ting Chew Peh said however, before the prohibition is enforced, the Government will have a public debate.
"This is because the prohibition involves the public especially house owners. Only they could make decision whether that prohibition is appropriate to be enforced or otherwise," he said to reporters after launching Quality and Conferment of Bright Award Day of the Fire Brigade Department at Silver Jubilee Hall here today.
Also present were the Deputy Minister, Datuk Tajol Rosli Ghazali, the Selangor State Secretary, Datuk Hashim Meon and the Director General of the Fire Brigade Department, Datuk Soh Chai Hock.
He said, his ministry assume that the prohibition has to be enforced after the Fire Brigade Department discovered that most of the victims killed in a fire were trapped in grilled buildings.
According to him, the latest case involved a fire at Sekolah Rendah Kerajaan (SRK) Abang Mok Sessang, Kabong hostel last week which took 13 lives to date.
In the incident, 11 students including one female killed in a fire at the said hostel early Wednesday morning while 2 others died after admitted to a hospital.
Seven other students and a teacher injured, including four students injured seriously and transferred from Saratok Hospital to Hospital Umum Sarawak.
He said his Ministry has times and again advised the public not to fix window grilles which cannot be opened in order to avoid being trapped in a building during a fire.
However, he said, the public awareness is still not sufficient.
Meanwhile, he said his ministry also propose to require all schools to establish voluntary fire brigade cadet team which can act as rescue team before fire brigade arrives in a fire.
"Although there are schools having established such teams, its number is not enough."
"To date, only 200 schools in the whole country have voluntary fire brigade cadet teams," he said.

Pemaju diwajib pasang jeriji keselamatan setiap rumah
MELAKA 17 April - Kerajaan Negeri Melaka akan mewajibkan pemaju perumahan menggunakan jeriji keselamatan untuk setiap rumah baru yang dijual.
Ketua Menteri Datuk Seri Mohd. Ali Rustam berkata, penggunaan jeriji tersebut lebih praktikal kerana ia boleh dibuka dari dalam rumah sekiranya berlaku keadaan kecemasan seperti kebakaran terhadap sesuatu rumah.
"Sekurang-kurangnya stu jeriji keselamatan mesti dipasang dalam rumah supaya penghuninya tidak terperangkap jika berlaku kecemasan," katanya kepada para pemberita selapas mempengerusikan Mesyuarat Mingguan Exco Kerajaan Negeri di Seri Negeri, Ayer Keroh dekat sini hari ini.
Menurutnya, perkara itu telah dibincangkan dalam Mesyuarat Exco Kerajaan Negeri yang bersetuju dengan langkah untuk mewajibkan pemasangan jeriji keselamatan.
Sehubungan itu katanya, Pengerusi Jawatankuasa Perumahan dan Kerajaan Tempatan, Datuk Mo'min Abdul Aziz akan berbincang dengan Jabatan Bomba dan Penyelamat berhubung pemasangan jeriji keselamatan.
"Oleh kerana pemasangan jeriji keselamatan tidak meningkatkan kos, adalah wajar ia digunakan di setiap rumah," ujarnya.
Beliau berkata, Jabatan Bomba dan Penyelamat mencadangkan jeriji keselamatan digunakan ekoran beberapa kejadian mangsa terperangkap dalam rumah sewaktu kebakaran akibat jeriji besi yang tidak boleh dibuka.

Developers are required to fix safety grille at each house
Malacca 17 April - Malacca State Government will require housing developer to fix safety grille at each new house which is sold.
The Chief Minister, Datuk Seri Mohd Ali Rustam said, the use of the said grille is more practical as it can be opened from inside the house in case of emergency like fire.
"At least one window safety grille must must be installed in a house so that the residents will not be trapped in case of emergency" the Chief Mininster said to reporters after chairing the State Government Exco Weekly Meeting at Seri Negeri, Ayer Keroh near here today.
According to him, this matter has been discussed in State Government Exco Meeting which alaready agreed with the steps to require installation of window safety grille.
"Due to the window safety grille installation does not increase its cost, it should be used at each house," he said.
He said that the Fire Brigade Department advocated window safety grille be used after a few incidents that victims trapped in the house during fire as a result of the fact that iron window grille cannot be opened.

KEMATIAN DI KILANG MUNGKIN BERPUNCA TERLALU BANYAK KUNCI
KLANG 19 Mac - Kematian dua orang dalam kebakaran sebuah kilang di kawasan perindustrian ringan Klang Utara di Jalan Kapar mungkin berpunca daripada keadaan kilang itu yang terlalu banyak kunci.
Selain dari mempunyai pintu depan dari jenis "roller shutter" terdapat juga jeriji (grille) besi dan enam kuncin yang menyukarkan sesiapa sahaja yang berada di bahagian dalam untuk keluar dala sesuatu keadaan kecemasan.
Ketua Pengarah Jabatan Perkhidmatan Bomba, Dato' Haji Badaruddin Mat Isa berkata, berdsarkan kepada keadaan dalam kilang itu, tidak terdapat banyak peralatan dan sudah pasti tidak menjadi masalah untuk menyelamatkan diri dalam sesuatu keadaan kecemasan.
Beliau berkata demikian kepada para pemberita selepas melawat Kilang Chii Tay Enterprise Sdn Bhd yang musnah dalam satu kebakaran di kawasan perindustrian ringan Klang Utara di sini tengah hari ini.
Kilang tersebut mengeluarkan 'polyurethene' sejenis bahan yang dijadikan bekas untuk membungkus makanan.
Kebakaran itu mengorbankan Pengarah Urusan syarikat tersebut Chen Han Chang, 47 tahun dan kakak ipanya Pen Chen Hee, 28 tahun.
Seorang lagi yang turut berada dalam kilang itu Chen Shii Li, 24, dipercayai anak saudara kedua-dua yang mati itu bagaimanapun berjaya menyelamatkan diri dari kebakaran yang bermula pada pukul 4 pagi itu.
Haji Badaruddin berkata, yang menjadi tanda tanya ialah mengapa hanya seorang yang berjaya menyelamatkan diri sedangkan dua lagi tidak berupaya untuk berbuat demikian.
"Saya percaya mungkin Shii Li mengambil masa di antara 10 hingga 15 minit untuk membengkokkan batang-batang besi tingkap dengan sebatang kayu beluti dalam percubaannya untuk melarikan diri.

Death at a factory may be due to too many keys
KLANG 19 March - The death of 2 persons in a fire at a factory in North Klang light industrial area at Jalan Kapar may be due to the fact that the factory has too many keys.
Beside having a front door which of the type of roller shutter, there are iron window grille and six keys which made the situation difficult for anyone inside to escape in an emergency.
The Director General of the Fire Brigade Department, Dato' Haji Badaruddin
Mat Isa said, according to the situation at that factory, there are not many
equipments and therefore it should not be a problem to escape in an emergency.
He said so to reporters after paying a visit to Kilang Chii Tay Enterprise Sdn Bhd which was destroyed in a fire at North Klang light industrial area here this noon.
The factory produced polyurethene, a kind of material which is used to make container to wrap food.
The fire killed the Managing Director of the company, Chen Han Chang, 47 years old, and his sister-in-law, Pen Chen Hee, 28 years old.
Another person who was present in the factory, Chen Shii Li, 24, is believed to be nephew of the two deceased, however, managed to escape from the fire which began at 4.00pm.
Haji Badaruddin said, the question mark is why only one person managed to escape while the other two were unable to do so.
"I believe may be Shii Li took about 10 to 15 minutes to bend the window iron grilles with a wood in his attempt to flee himself."
